e-Mitra Unified eService Delivery Platform


Project Description

e-Mitra is a unified service platform, set up by Government of Rajasthan to deliver all Government and Private Citizen centric services as permissible under the Law of Land. The idea is to link the residents of the state, especially in the rural areas, to a basket of information and services through an IT-enabled service delivery interface.

Approach and Objective

The objectives and approach to achieve these is as follow for e-Mitra Unified eService Delivery Platform :

• Ensure quick and convenient delivery of citizen services in a transparent and cost effective manner.
• The platform works on a unique model, in which LSP’s (Local Service Providers) are authorized to open eMitra kiosks across the state, as per the term and conditions mentioned in the EoI issued by Government of Rajasthan.
• State level workshops and intensive trainings are being organized by department and LSP’s to ensure the efficiency in service delivery.
• Citizen Centricity : 365X24X7 service delivery, multiple delivery modes (mobile app), multiple payment options, FIFO disposal of application, Dedicated Helpdesk


Outcome

• 85000+ e-Mitra kiosks (Urban kiosks – 28,000, Rural kiosks – 57,000)
• 500+ G2C and B2C services (Utility, applications, IRCTC, Pan Card, Income tax return filing, GST, banking, insurance, loan, consultancy etc.)
• 60-70 lacs transactions per month.
• Covered Gram Panchayats – 11291 (out of 11341)
• All Revenue Villages (population more than 1,000) are covered except 1050.
• Services such as online submission of application forms for various recruitment exams; digitally signed certificates for bonafide, caste, solvency, minority; Aadhaar; pan card; ration card; Jan Aadhaar etc. are being provided through e-Mitra.

Emitra project is developed in Java/J2ee technology using Spring MVC, Hibernate.

• Front End = JSP, HTML, Jquery, , CSS
• Backend = Java/J2ee 1.7
• Database = Oracle ExaData
• Server = IBM Websphere
• Loadbalance = PureApps
• Logging Tool = AppDynamics

Outlook

• Revamping of the platform in eMitra Suite based on Micro Service Based Architecture with special focus on mobility and analytics
• Onboarding of more B2C services (via EoI for a standard and convenient approach) to increase the basket of the services
• Paperless Service Delivery with metadata, datasets based online verification methods
• State wide roll-out of e-Mitra@Home with maximum possible services
• Setup of e-Mitra Kiosks at remaining GPs and at all revenue villages with population more than 1000
