A. Project Overview

The UID (AADHAAR) Project is an ambitious initiative of Government of India to issue Unique Identification Number (AADHAAR) to all the residents of India in order to provide clean, accessible identification that could be used for administering benefits and entitlements. UID offers online authentication for service delivery that could be used across India.
AADHAAR is a 12 digit number (a Random number generated devoid of any classification based on caste, creed and religion) which would be issued by the Unique Identification Authority of India (UIDAI) to all the residents. The number will be stored in a centralized database and linked to the basic demographics and biometric information – photograph, ten fingerprints and iris – of each individual. The relevant details can be viewed at www.uidai.gov.in.
UID (AADHAAR) Project is a G2C initiative and has been perceived as the most impacting transformational Initiative of Government of India in the recent times in Governance paradigm which would use ICT abundantly during both implementation and operation phase.
UIDAI in conjunction with State Governments and other partners is committed to deliver AADHAAR to residents. To achieve this UIDAI has signed a Memorandum of Understanding (MoU) with many State Governments including Government of Rajasthan (GoR), a Memorandum of Understanding has been executed on 28th May 2010 between the Unique Identification Authority of India (UIDAI) and the Government of Rajasthan for the implementation of the UID project.
 

B. Institutional Framework in Rajasthan UID project

The following committees/authorities have been constituted /appointed:
  • Empowered Cabinet Committee headed by Hon'ble Chief Minister for implementation, monitoring and policy decisions.
  • State Level Advisory board to oversee and guide the implementation of the UID project across the State.
  • State level Joint Working Group, a committee of secretaries for minor decisions for smooth functioning and regular monitoring of the progress of biometric and demographic data collection.
  • CoR (Committee of Registrars) has been constituted for smooth rollout of enrolment operations by multi registrars.
  • Nodal Department for UID in Rajasthan would be the Department of Information Technology & Communication (DoIT&C), Government of Rajasthan.

C. UID Process

The enrolment process involves collection of the demographic and biometric data following the verification procedure as laid down by UIDAI. The Enrolment will be done by the enrolment agencies selected by the registrars. The enrolment agencies deploy devices and manpower tested and certified by the nominated agencies. The demographic data capture includes basic information like Name, Date of Birth/Age, and Residence Address, Gender whereas biometric data capture contains Photo, Eye scanning, Finger print scanning. Resident has to be physically present for enrolment process. The aadhaar card is delivered through post only.

D. Aadhaar Status in the State

  1. The second phase of the UID Project has started from April 2012 and nearly 4.37 crores people of the state have been enrolled in this phase (updated up to 1st May 2014). Enrollment is on-going in all the districts of the state by various State and Non-state Registrars.

  • UIDAI following a multi-registrar model has appointed many other registrars viz various banks, post office, NSDL etc for enrolments in the State of Rajasthan.
  • Monitoring of enrolment activities and progress is carried out through field visits by DoIT&C team.
  • UIDAI has appointed M/s HP to pick resident data from field. 
  1. Fund Utilization

    The Unique Identification Authority of India has provided financial support to registrars @ Rs 40/- per successful enrolment for the second phase

  2. ICT Activities
    • ICT proposal for grant of Rs. 10 crores has been approved by UIDAI. The UIDAI has sanctioned Rs 400.00 Lacs as an initial installment.
    • Agency to provide technical support services is finalized. M/S UTIITSL has deployed resources in RUID. Software development is in progress for State registrar under Rajasthan UID Project. 
    • Rajasthan State UID MIS portal is available on URL: www.aadhaar.rajasthan.gov.in  
    • New servers have been procured in RUID for capacity expansion.
    • UID SMS service has been started. Residents can get their EID and UID through SMS service if data is available with State.
    • Remote Aadhaar Seeding Framework Service has been launched for residents and beneficiary departments.
  3. IEC Activities

    • IEC proposal for financial grants has been submitted with UIDAI for approval. The UIDAI has sanctioned Rs 200.00 Lacs as an initial installment.
    • IEC media plan has been finalized for all the districts.
    • Guidelines to District Collectors for implementation of the project have also been prepared and circulated.
    • Financial bid for supplying IEC kit at enrolment centre, Caps & T-shirts has been opened and work order is issued to Jodhana Marketing.
    • Financial bid has been opened for flex and work order is issued to M/S Synergy.
    • Ajmer, Udaipur, Pali, Jhunjhunu, Kota and Alwar districts have been selected for pilot implementation of Aadhaar enabled applications.
  4. Activities Completed so far
    • Selection of Enrolment Agencies for the allocation of Unique Identification numbers to residents in Rajasthan.
    • Project Sensitization workshop by UIDAI.
    • SRDH has been deployed in the state and nearly 2 crores resident data is available in SRDH
    • PMU for UID is functioning through resources from M/s Wipro.
    • Technical Support Unit for RUID is functioning through resources from M/s UTIITSL.
    • Nearly 2.49 crores enrolments have been done by State Register in UIDAI Phase-II.
    • Nearly 89.16 lakhs enrolments have been done by Non-State Register in UIDAI Phase-II.
    • Total 62.02 crores Aadhaar have been generated till 01/05/2014 by UIDAI throughout country while 3.98crores Aadhaar have been generated in Rajasthan till 01/05/2014.
    • M/s Virgo and M/s Mantra have started Permanent Enrollment Centers in all districts of the state. 
    • Aadhaar based biometric attendance system started in DOIT&C.
    • AUA-ASA and KUA-KSA agreement signed with NSDL.
    • AUA-ASA agreement signed with UIDAI and AUA preproduction testing completed.
    • Testing of Aadhaar enabled service delivery completed.
    • Payment to beneficiaries of DBT Schemes through UID has been started in pilot districts.

F. Recent events

  • E-KYC service is now live in rajasthan.
  • Iris based live authentication is now live in DoIT&C.
  • Aadhaar based biometric attendance system started in RISL.
  • A meeting of SR & NSR enrollment agencies scheduled on 17-01-2014 under the chairmanship of Secretary  & Commissioner (DOIT&C) to review the progress of UID Project.
  • Aadhaar based biometric attendance system started in DOIT&C.
  • AUA-ASA and KUA-KSA agreement signed with NSDL.
  • A meeting with all the UID empanelled Enrollment Agencies(EAs) has been convened under the chairmanship of Secretary (DoIT&c) for Deliberations on new opportunities for UID Enrolment Agencies(EAs) In Rajasthan.
  • IEC activities were initiated with proper Aadhaar awareness in rural & urban areas in Jhalawar & Bharatpur district.
  • Training program was conducted from UIDAI for all district coordinator,operators & supervisor in above districts.
  • UID Team at both districts was inducted for proper management & implementation UID project.
  • Security Audit completed for RJUID portal.
  • Selection of vendor concluded on 4th February,2014 for providing services of Aadhaar Rath.
  • A delegation from Brazil visited State on 28th November 2013 with the aim of studying the Indian experiences with unique identities program.
  • E-KYC application service workshop conducted by NSDL on 24-Dec-2013 at DoIT&C, Jaipur.
  • Mobile Aadhaar van launched for physically challenged, senior citizens etc.
  • Meeting with LPG companies convened under the Chairmanship of the Secretary(IT&C) regarding review of progress and preparedness for DBTL.
  • Aadhaar Week held from 19-08-2013 to 23-08-2013 in all district head-quarters. This included activities like Aadhaar run, Aadhaar quiz, and essay writing competitions.
  • Meeting of SR and NSR EAs held on 20-09-2013 to review the progress of UID project in State.
  • Enrollment Agencies have started enrollment centers on CSC & E-Mitra state wide network.
  • Various Aadhaar services (enrollment status check, Aadhaar card printing and lamination, Aadhaar data update request) are available on CSC & E-Mitra state wide network for residents.
  • Special Aadhaar enrolment camps are organized on selected LPG agencies in Jaipur district for providing DBT to LPG consumers.
  • Training session for PEC operators about the services to be offered at PEC’s regarding updating biometric and demographic data, finding the status of Aadhaar enrollment, e-Aadhaar download and e-Aadhaar letter printing, etc.
  • A meeting of CORE under UID project held under the chairmanship of secretary & commissioner (DOIT&C) on 24-02-2014.
  • Regular monitoring of PEC center attendance started in all districts.
  • Permanent Enrollment Centers of enrollment agency of virgo has been started in Ajmer, Alwar, Banswara, Baran, Bharatpur, Bhilwara, Bundi, Chittaurgarh, Dausa, Dhaulpur, Dungarpur, Ganganagar, Hanumangarh, Jaipur, Jhalawar, Jhunjhunun, Karauli, Kota, Nagaur, Pali, Pratapgarh, Rajsamand, Sawai Madhopur, Sikar, Tonk, Udaipur districts.
  • Mantra has started Permanent Enrollment Centers in Barmer, Bikaner, Churu, Jaisalmer, Jalor, Jodhpur, Sirohi districts.

G. Steps ahead - Expansion plan

  • Payment to beneficiaries of DBT Schemes through UID will be made available to all districts.
  • UID/EID will be mandatory for salary and pension of government employees.
  • Various Aadhaar seeding services will be available on all CSCs/e-mitra network.
  • E-KYC and authentication services will be available in the state for Authorized users to Authenticate Residents.
  • Web based E-KYC application has been tested successfully and will be deployed shortly.
  • Web based best finger detection application will be made live shortly.
  • IEC activities & UID awareness is planned in rural areas.
